When a dead body is found near the Myrtle Creek Golf Course in Myrtle Creek, Oregon an investigation into the victim's background uncovers a nest of illegal activities. Rick Russell, an investigator from the Oregon governor's office, is assigned to investigate an aspect of the case that could possibly be damaging to the sitting governor; election fraud. What Russell uncovers goes far beyond the mere fixing of an election, however, and stretches from Salem to Mexico and South America.
