After completing a ten year bid and being released from federal prison, Carmello McCray, aka "Icy", decided that the street life was no longer his calling.

So, after returning to the city that had praised the ground he walked on, Icy quickly realized that things were not the same. With the devastating damage that Hurricane Katrina did to the city of New Orleans, it forced a brand new way of life on the people of his beloved city.

When an uptown hustler from New Orleans introduced the streets to one of the worst drugs known to mankind, "heroin", it turned the city of Baton Rouge to turmoil. But when a top government official is found dead from a heroin overdose, DEA agents and local officials delve deeper undercover to locate the individuals responsible for providing the drug.
With a few unturned stones prior to going to prison, crooked DEA Agents T. Felton and J. Gonzales are on a mission to collect a five million dollar bounty from the Colombian cartel for the city's most beloved hustler, Icy.
