Indonesia had experienced undemocratic government for thousand years, mainly from the pre-colonialism to the New Order Suharto era. Despite its independence after its very long colonialization, patrimonialism had been persistently to happen. Indonesia also had suffered from economic crisis since mid 1997. This condition had caused the number of people depended on informal sector including street trading increased dramatically because formal sector could not absorb job seekers while jon dismissal occurred continuously. This situation was very common to happen in many cities such as Solo, while this city was the one that was riot prone. Numerous informal vendors on the streets in Solo had provided employment for the traders themselves as well as large amount of income for the city government. However, their existence of street vendors had been perceived negatively by the city government as they claimed that street vendors had caused city deterioration.
