Since 1960, pockets of scientists, military officers, academics, technology innovators, and government officials have all wrestled with a dilemma: as connectivity expands, it creates both increasing opportunities and greater vulnerabilities. Every new device connected, and line of code added, presents adversaries with new attack surfaces they can use to undermine American security and prosperity. ese devices and applications, as well as the communications infrastructure on which they rely, are overwhelmingly controlled by the private sector. To defend cyberspace thus requires significant coordination across the public and private sectors.
