Harboring deep-seated hatred of the Nazi ideology, a physician's anger erupts when a synagogue is the site of a brutal massacre of Jews. Spurred by the need to provide a measure of revenge for his aged mother, a holocaust survivor, the vengeful son embarks on a one-man campaign of retaliation against neo-Nazi spokespersons in the New York City area. He wages war as a sniper, killing selected targets after anti-Semitic atrocities are committed in the United States. His targets may have no direct involvement in the atrocities but are part of the neo-Nazi 'army'. He is intent on inflicting pain.
A newspaper reporter becomes deeply involved in the sniper story. She persuades a senior homicide detective to cooperate with her as she pursues the evasive sniper. The neo-Nazis are frustrated that the police are unable to identify the killer and bring him/her to justice. They are also frightened. In response, they weigh various countermeasures.
