Shortly before the admission of two new countries to the European Community is confirmed, two future commissioners are murdered and a third commissioner is mysteriously drowned in the river Seine. Seymour Haigh of the Israeli Secret Service, as a representative of a neutral, non-EU country, and Edna-May, a computer surveillance expert and former FBI employee, are seconded to MI5 as they look into the death of Charles Andrew, the British commissioner killed in the attacks. Haigh soon discovers that the murders are connected to a plot to exploit exchange-rate loopholes when the old currency is exchanged for the new eurodollar, but several criminal groups are involved and money is changing hands at such a rate that Haigh is always one step behind the gang responsible. Can he unravel the conspiracy in time to prevent any more murders and bring those responsible to justice?
