The worst sex offenders in the nation are dying, and the FBI's Sex Crimes Division Chief is responsible.
Serial Justice is the tale of two retired operatives from different covert government organizations, who have agreed to act as executioners for Cliff Nolan, the FBI Sex Crimes Division Chief. After a 40-year career, Nolan has become frustrated with a system which releases serial rapists after they serve minimum sentences in prison. Upon his retirement, Nolan passes on his legacy scheme to his successor co-division chiefs, who continue to identify targets. When an administrative assistant whose job it is to track the very worst offenders notices that people on her list are dying violently, a two-person task force comprised of her and a seasoned agent from the Serial Killer Division is formed, to quietly investigate. The new co-division chiefs continue to mark targets, even as they watch their task force becoming increasingly frustrated at the lack of progress in solving the murders. The cat and mouse game is watched closely by the Division Chiefs, as they continue to direct the actions of the killers and receive the progress reports of the task force.
