This handbook is revision of the 1992 Drinking Water Handbook for Public Officials (EPA-810-B-92-016), and the 1993 AWWA publication, Drinking Water Handbook for Public Officials, 2e. This less technical resource leads the reader through the process from finding the water supply, to use by the customer, and disposal of the treated wastewater using photos and graphics. New to this version is a section on water and sewer utilities as enterprise funds with discussions on rate concepts, rate schedule options, impact fees, and financial planning. Also included is coverage of risk: system failure, public health impacts, or breached security. This Handbook should be of particular interest to all local officials, including city management, finance staff, public works personnel, engineers, and new utility managers.
